Members of the Putnam County Sheriff’s Office and the Town of Carmel Police Department made several arrests during a joint impaired driving enforcement detail on Saturday, August 9, 2026.
Between 11:30 p.m. and 5:30 a.m., members conducted enforcement in the Towns of Carmel and Southeast, resulting in the following arrests:
Jose Munoz Guevara, 32 – Criminal Contempt 2nd and violating an Order of Protection.
Anthony Azadian, 61 – Criminal Possession of a Controlled Substance 7th.
Byron Fajardotapia, 32 – Driving While Intoxicated and Driving While Ability Impaired.
Amable Hermosa, 43 – Driving While Intoxicated 1st.
Justin Maldonado Morocho, 18 – Driving While Intoxicated and Driving While Ability Impaired.
German Lopez, 30 – Driving While Intoxicated and Aggravated Driving While Intoxicated.
In a separate incident on August 9, deputies responded to La Cantina Loca Restaurant/Bar in Southeast for a large fight involving the alleged assault of an employee. The investigation resulted in the arrest of Erik Felipe Romero, 29, of Carmel, NY, for Assault 3rd, Resisting Arrest, and Obstructing Governmental Administration 2nd, and Elsa Pic Sisimit, 37, of Carmel, NY, for Assault 3rd and Obstructing Governmental Administration 2nd.
On August 10 at approximately 3:40 a.m., deputies again responded to La Cantina Loca for a fight in the parking lot, resulting in the arrest of Alberto Velasquez Perez, 26, of Brewster, NY; Elebis Bone Rangel, 42, of Danbury, CT; Washington Banchon Alvarado, 23, of Danbury, CT; and Jonathan Godoy Morocho, 33, of Nelsonville, NY, all charged with Disorderly Conduct.
While on scene, deputies learned a patron leaving the establishment backed a vehicle into a female pedestrian, causing a minor injury. Edwin Perez Ramirez, 32, of Pawling, NY, was arrested for Driving While Intoxicated, Aggravated Driving While Intoxicated, and Possession of an Open Container of Alcohol in a Motor Vehicle.
All individuals were processed and released or held for arraignment in accordance with New York State law.
All subjects are presumed innocent until proven guilty in a court of law.
