Fines Increased, Enforcement Continues, More Resources Added Citywide

Yonkers Mayor Mike Spano today announced new and expanded efforts to address quality of life annoyances such as dog waste and graffiti across the City.
In response to dog waste being one of residents’ top reported complaints, Yonkers City Council recently approved legislation reclassifying the violation of failing to clean up after a dog from a Class III to a Class II offense. The reclassification results in an increase in fines from $1,500 to $5,000 for dog owners caught in the act. Mayor Spano has signed the amended general ordinance.
Since February 2026, nearly 100 summonses have been issued to property owners for violations, with enforcement continuing across the City. Business improvement districts have also been asked to install additional signage to reinforce expectations in high-traffic areas.
“We hear residents loud and clear,” said Mayor Spano. “Addressing quality of life issues are essential for the vitality of our city and we are making sure we take these issues seriously. Increased penalties, continued enforcement and additional resources will keep Yonkers clean and safe.”
Enforcement will continue including targeted patrols in high-traffic areas. To support residents, the City has added dog waste bag dispensers and garbage receptacles in key locations.
Yonkers also has strengthened its graffiti ordinance, expanding the definition of graffiti tools beyond spray paint and establishing new responsibilities for retail establishments that sell these materials, along with corresponding fines and penalties for violations. The ordinance also includes restitution requirements, holding offenders responsible for the full cost of graffiti removal and property restoration.
The ordinance will take effect following required public notice procedures, with implementation expected in mid-May. The City is also exploring additional legislation to address the online sale of graffiti materials, including potential age verification upon delivery.
