Joe Dalli Suspended as CSEA President of Local 860 Unit 9200 -Westchester

Yonkers resident and political agitator Joe Dallil , has been suspended by CSEA President Mary Sullivan from his role as Unit President of Local 860, Unit 9200, pending an investigation into serious allegations—including, but not limited to, campaigning on government time, and the use of county email accounts.

Dalli commented on his suspension, writing “In our first week with four in-office business days, our team handled over 115 calls, supported five cases, issued four WCC Tuition Waivers, and began groundwork for an ADA accommodation class action representing four members. We achieved this despite significant challenges, including a complete lack of documentation, resources or communication from our predecessors.

“However, this weekend, the CSEA SEC (State Election Committee) issued a ruling calling for an election rerun, claiming that our campaign’s use of a Gmail account, private server, and third-party marketing company to send emails to county addresses still violated rules against using county resources.

“I firmly believe the SEC’s decision is flawed for several reasons:

1) They failed to notify us of an ongoing protest despite our inquiry on the 11th day post-election, after the 10-day protest window closed.

2) Established precedent confirms that emailing *to* an employer’s email address does not constitute using their resources, as long as the emails are not sent *from* their system.

3) The SEC’s ruling conveniently followed our protest against Hattie’s use of the CSEA email system to attack our campaign, particularly our focus on her inaction regarding Covid Premium Pay.

“The reason for my immediate suspension as President remains unclear, though I suspect it stems from my request for a forensic audit to the District Attorney. This request was prompted by the lack of transitional communication from Ms. Adams, troubling findings we uncovered, and the unresponsiveness of both the Regional and State offices to our requests for assistance. As the new board, we decided to address any issues transparently and accountably for the benefit of our members.

“While my team and I pursue appeals and explore legal options, I remain proud of the work we accomplished and the service we provided in such a short time. This reflects the dedication of a results-driven union team committed to transparency and accountability. If a rerun election occurs, the decision will once again rest with the members.

“Thank you for the opportunity to serve you, and I look forward to seeing how CSEA addresses these issues,” writes Dalli, who wrote a letter to DA Cacace outlining what the new CSEA team found.
