Drug Trafficker Indicted Following Yearlong Probe into Entrenched Narcotics Operation at Harlem’s Lincoln Houses

Cocaine and Two Guns Seized in Bronx Apartment, Three Young Children Present

An indictment filed by the Office of the Special Narcotics Prosecutor charges Darryl BULLOCK, of the Bronx, with 35 counts for allegedly overseeing an entrenched narcotics trafficking operation at Harlem’s Lincoln Houses, a New York City Housing Authority (NYCHA) residential complex.

A total of six individuals face charges following a yearlong undercover investigation that culminated in arrests and court authorized searches in February through May of 2026. The investigation began in response to community complaints about drug dealers regularly gathering to sell narcotics on East 132nd Street between 5th and Madison Avenues.

Bridget G. Brennan, New York City’s Special Narcotics Prosecutor and New York City Police Commissioner Jessica S. Tisch announced charges following BULLOCK’s arraignment in Manhattan Supreme Court today.

During a search of an apartment in the Bronx, police recovered cocaine and two firearms from BULLOCK’s residence in Fordham Heights in the Bronx, where three children who appeared to be under the age of three were present. BULLOCK resided in the apartment with Angelique MABRY, who is charged in a criminal complaint.

Special Narcotics Prosecutor Bridget G. Brennan said, “The Assistant District Attorney and investigative team handing this case did an exceptional job of not only responding to the complaints and concerns of the Harlem community, but also in identifying the Bronx apartment of the alleged leader of the ring.  Their tenacity resulted in the seizure of two firearms, a significant amount of cocaine, and most importantly, protected the welfare of three young children who lived in the residence.”

“This long-term investigation dismantled a drug trafficking operation that flooded communities in Manhattan and the Bronx with crack cocaine, oxycodone, and deadly mixtures of cocaine mixed with heroin and fentanyl,” said NYPD Commissioner Jessica S. Tisch. “The defendant didn’t just sell these poisons for profit; he also kept drugs, firearms, and ammunition inside his residence, endangering three young children. I am thankful to our brave undercover officers and the Special Narcotics Prosecutor’s Office for shutting down this dangerous pipeline, removing the guns and drugs from our streets, and holding this criminal accountable.”

The long-term investigation was conducted by the New York City Police Department’s (NYPD) Narcotics Borough Manhattan North and involved sales to undercover officers, physical and electronic surveillance, and court authorized searches of two residences in the Bronx and Manhattan and two vehicles. Members of the drug operation sold crack cocaine and powdered cocaine, and on occasion cocaine mixed with heroin and fentanyl.

BULLOCK allegedly oversaw the narcotics operation which sold a combined total of more than a kilogram of crack cocaine and powdered cocaine, as well as small quantities of cocaine mixed with heroin and fentanyl, to undercover officers in exchange for over $26,000. Most sales occurred on a block of East 132nd Street adjacent to the Lincoln Houses.

BULLOCK faces charges stemming from 15 narcotics sales since February 19, 2025, including the largest narcotics sales in the case. The indictment unsealed today charges him with Criminal Sale of a Controlled Substance in the First, Second, and Third Degrees, Criminal Possession of a Controlled Substance in the First and Third Degrees, Criminal Possession of a Weapon the in Second, Third, and Fourth Degrees, Criminal Possession of a Firearm, Unlawfully Dealing with a Child in the First Degree, Endangering the Welfare of a Child, and Criminally Using Drug Paraphernalia in the Second Degree.

The investigation revealed that five days per week, BULLOCK drove his 2025 Acura MDX from his residence in Fordham Heights in the Bronx to the Lincoln Houses in Harlem to sell narcotics and oversee the drug network. During sales, police observed BULLOCK retrieve drugs from his vehicle.

On February 5, 2026, BULLOCK allegedly travelled to Lincoln Houses for a prearranged sale of over 500 grams (over a pound) of cocaine to an undercover officer. As BULLOCK left his residence at 2071 Ryer Avenue, Apartment 6C, police observed him carrying a weighted bag. 

Police arrested BULLOCK in his vehicle at the rear of 2175 5th Avenue in Manhattan at approximately 3:50 p.m. A court authorized search of the Acura resulted in the seizure of approximately 550 grams of cocaine from the glove compartment, approximately 100 pills of oxycodone, and $3,350 cash. A bag that appeared identical to the one he carried earlier in the day was found in the front passenger area.

Police subsequently obtained a court-authorized search warrant for BULLOCK’s residence at 2071 Ryer Avenue. Upon entering at approximately 11:20 p.m., police found MABRY on a bed with three children who appeared to be under the age of three. Inside the same bedroom, police recovered two firearms with ammunition from a closet, including a .40 caliber pistol inside a gun safe, a 9mm pistol and a loose magazine in a book bag, and additional ammunition inside a sock. Two plastic twists of cocaine were allegedly found in a dresser drawer in the bedroom along with a scale. A kitchen cabinet above the refrigerator contained quantities of powdered cocaine and crack cocaine. A money counter was also recovered.

MABRY is charged with Criminal Possession of a Controlled Substance in the Third Degree, Criminal Possession of a Weapon in the Second and Fourth Degrees, Criminal Possession of a Firearm, Endangering the Welfare of a Child, Unlawfully Dealing with a Child in the First Degree, and Criminally Using Drug Paraphernalia in the Second Degree.

Defendant Cory PINKNEY allegedly assisted BULLOCK in overseeing the narcotics trafficking network at the Lincoln Houses and was arrested at his residence at 1951 Park Avenue, Apartment 506, in Manhattan at approximately 4 p.m. on February 5, 2026. As police arrived to conduct a court authorized search of the residence, they found a plate of crack cocaine as well as over 60 vials of crack cocaine in the kitchen and in a jacket pocket.

PINKNEY also faces charges related to a car stop that occurred at East 146th Street and 3rd Avenue in the Bronx at approximately 1 p.m. on October 19, 2025, when police recovered a zip lock bag containing crack cocaine, along with over 50 vials of crack cocaine, and more than 25 oxycodone pills. Prior to the stop, police conducted surveillance on PINKEY in New Rochelle, Westchester County, where he met with two unidentified individuals and allegedly purchased narcotics. PINKNEY then travelled back towards Manhattan, before he was stopped. PINKNEY is also charged in a sale to an undercover officer on East 132nd Street in the vicinity of the Lincoln Houses on April 14, 2025.

Special Narcotics Prosecutor Bridget Brennan thanked Manhattan District Attorney Alvin L. Bragg, Jr. and Bronx District Attorney Darcel D. Clark and commended SNP’s Trial Division and the New York City Police Department’s Narcotics Borough Manhattan North for their work on the investigation.

The charges and allegations are merely accusations, and the defendants are presumed innocent until proven guilty.
