New York ups funding for energy efficiency program & relaunches popular distributed solar initiative

State regulators at the New York Energy Research and Development Authority (NYSERDA) announced substantial increases in grants in its EmPower+ program and a relaunch of the NY-Sun program, both of which should deliver meaningful improvements in

energy efficiency and cost savings for low- and moderate-income (LMI) New Yorkers. Additionally, the Public Service Commission (PSC), authorized two utility thermal energy network projects to provide renewable heating and cooling to residents in Buffalo and Haverstraw.

EmPower+ funds insulation, air sealing, heat pumps, and other energy efficiency upgrades to homes for LMI households, and NY-Sun provides rooftop and community solar funding. Both programs were facing budget cuts, with the NY-Sun program likely sunsetting, despite the popularity and success of the programs in helping lower energy bills.

“In the midst of an unprecedented energy affordability crisis, it’s good to see New York State investing our money in solutions that can lower energy costs and provide relief to households struggling financially. Clean energy innovation and affordability are key to shaping our energy future. We are grateful to the Governor and the Legislature for ensuring our budget dollars are available for affordable, clean energy. Now, our campaign and partners will work to ensure this funding is spent effectively, projects are completed, and New Yorkers realize the promised benefits,” said Lisa Marshall, Campaign Coordinator for Renewable Heat Now.

This progress demonstrates what sustained advocacy can accomplish. Renewable Heat Now and community, consumer, and energy groups advocated for the state to restore funding to EmPower+ and NY-Sun, while advancing new opportunities for thermal energy networks in the budget. As the global energy crisis continues to hit New Yorkers, advocates are seeking to work with the Governor and the Legislature to bring additional utility bill relief to our communities through the next NY State Budget.
