WESTCHESTER COUNTY AND MOUNT KISCO APPROVE COST-SAVING POLICE SERVICES AGREEMENT

Intermunicipal Agreement Reduces Costs While Maintaining Public Safety

Westchester County and the Village of Mount Kisco have finalized an intermunicipal agreement that formalizes the provision of police services, delivering significant cost savings while maintaining high-quality public safety for residents. The agreement allows Mount Kisco to continue receiving police services through the Westchester County Department of Public Safety, avoiding the expense of operating a standalone police department and reducing long-term financial pressure on local taxpayers.

The agreement, approved by the Westchester County Board of Legislators and Mount Kisco officials, establishes a clear framework for police services, oversight and coordination. By sharing resources and personnel, the County and the Village are eliminating duplication, controlling rising public safety costs, and ensuring stable, predictable service delivery.

Westchester County Executive Ken Jenkins said: “The reality is that policing is expensive, and municipalities should not be forced to shoulder those costs alone. By working together, we are saving taxpayer dollars, maximizing existing County resources and ensuring Mount Kisco residents continue to receive professional, reliable police services. This is responsible government that puts fiscal discipline and public safety side by side.”

Deputy County Executive Joan Mcdonald said: “Intermunicipal agreements are a smart way for local governments to work together, reduce duplication and strengthen essential services. This agreement provides clarity, accountability and stability for both the County and the Village. It ensures that police services remain strong, coordinated and focused on the safety and well-being of the Mount Kisco community.”

Department of Public Safety Commissioner Terrance Raynor said: “When communities collaborate instead of competing for resources, everyone benefits. This continued partnership strengthens public safety while promoting long-term financial stability. It is a perfect example of how shared services can protect residents and reduce costs without sacrificing quality.”

Westchester County Police Chief James M. Luciano said: “A shared policing structure gives us the ability to provide Mount Kisco with comprehensive police services supported by County training, supervision, and infrastructure. It eliminates duplicative staffing, equipment, and administrative costs while ensuring residents continue to receive professional, responsive policing. It is a model that balances safety with financial responsibility. We look forward to the continued collaborative partnership with the Town/Village of Mt Kisco.”

Mayor of Mount Kisco J. Michael Cindrich said: “The police services agreement between Mount Kisco and Westchester County provides exceptional law enforcement services, at a considerable cost savings to the Mount Kisco community. More importantly, the number of officers on patrol has increased, each shift is supervised by a ranking officer dedicated solely to the village, and a supervisor of the unified dispatch section. In the complex world of policing, each officer receives ongoing in-service training. The continuum of training reinforces officers skills and professional development.  In addition, the Mount Kisco community is afforded immediate access to specialized police units, dedicated investigative services and advanced crime prevention technology”

Westchester County Board of Legislators Chair Vedat Gashi said: “The Board of Legislators supports cooperative agreements that deliver real value to taxpayers. This partnership reduces costs, improves efficiency and strengthens public safety through shared resources. It demonstrates how County and municipal governments can work together to manage budgets responsibly while meeting community needs.”

Westchester County Legislator Erika Pierce said: “This partnership reflects a practical approach to public safety and fiscal responsibility. By consolidating services, we are reducing costs for the Village and delivering a high standard of police for the people of Mt Kisco.”

Through collaboration with municipalities like Mount Kisco, the County continues to focus on delivering essential services in a way that is both financially responsible and responsive to community needs.
