The Arc Westchester Welcomes New Board President and Four New Members to Board of Directors

The Arc Westchester, the largest organization in Westchester County supporting children, teens, and adults with developmental disabilities and their families, is pleased to announce the appointment of a new Board President and four new members to its Board of Directors following its 2026 Annual Membership Meeting.

Mark Glucksman of White Plains has assumed the role of President of The Arc Westchester Board of Directors. He is the Senior Vice President, Financial Systems for RWE Clean Energy. RWE recently acquired Con Edison Clean Energy Businesses to become the 4th largest renewable energy company in the United States. Previously, Glucksman was Vice President, Finance and Accounting for Con Edison Clean Energy Businesses and he has served in a variety of finance roles in the energy industry for over 30 years. He has a Bachelor of Science degree in Economics from the State University of New York at Albany and an MBA in Finance from Columbia University Graduate School of Business and is also a certified public accountant. Mr. Glucksman is a parent of a person receiving services and has previously served on The Arc Westchester’s Board of Directors as Treasurer. He succeeds Steven N. Masket, Esq., who served as Board President since 2024.

“The Arc Westchester has played an important role in my family’s life, and I am honored to serve as Board President,” said Glucksman. “I look forward to working alongside my fellow board members, leadership team, staff, families, and supporters to ensure that people with developmental disabilities continue to have access to the opportunities, resources, and support services they need to lead fulfilling lives.”

The organization also welcomed four new members to its Board of Directors.

Keith Ferguson of Mount Kisco is a seasoned Wall Street professional with nearly 30 years of experience as an institutional investor and advisor. A founding partner of TimesSquare Capital Management, he has held senior investment roles at Alkeon Capital Management and Loomis, Sayles & Company and currently advises public and private companies on strategic and financial initiatives. Ferguson has a longstanding connection to The Arc Westchester and has a family member who receives services.

Stacy Bouchard-Hall of Ossining is a Human Resources executive with more than 25 years of experience in both for-profit and nonprofit organizations and currently serves as Senior Director of Human Resources and HRIS for Open Door Care Network. Through a previous employer, she partnered with The Arc Westchester to create employment opportunities for individuals with developmental disabilities, helping to foster successful workplace inclusion.

Deborah Paruolo of Pleasantville has dedicated her career to expanding access to education and opportunity for diverse populations. Her leadership experience includes senior enrollment management roles at The New School, Bronx Community College, the City University of New York, and the Commission on Independent Colleges and Universities. A retired educator, counselor, and administrator, she currently volunteers with the Blossom Respite Program, supporting individuals in the early stages of dementia and their caregivers.

Dr. Yingli Wen of Hastings-on-Hudson is a Technical Expert in Distribution Engineering at Con Edison with more than 30 years of experience in engineering leadership, applied research, and infrastructure reliability. She holds a Ph.D. in Electrical Engineering and has been recognized nationally for her contributions to the field, including receiving the IEEE Millennium Medal and being named one of the 50 Outstanding Asian Americans in Business in the United States. Her commitment to The Arc Westchester is informed by her experience supporting a family member with autism.

“Our Board of Directors plays a vital role in helping guide the future of our organization,” said Tibi Guzmán, CEO of The Arc Westchester. “We are excited to welcome Keith, Stacy, Deborah, and Yingli to the Board and look forward to the expertise, leadership, and perspectives they will bring. We are also thrilled to have Mark assume the role of Board President as we continue to advance our mission and strengthen our impact throughout Westchester County.”

The Arc Westchester’s Board of Directors provides strategic guidance and governance for the organization, helping ensure that it continues to deliver innovative, person-centered programs and services that empower individuals with developmental disabilities to achieve their goals and participate fully in their communities.
