Mt. Vernon Woman Arraigned for Possessing Fake COVID-19 Vax Cards

Fake Vaccination cards, similar to the ones found by Harrison Police at a traffic stop

Westchester County District Attorney Miriam E. Rocah announced that Mount Vernon resident Diana Finlay has been arraigned for possessing nearly two dozen fraudulent COVID-19 Vaccination Record Cards. 

Finlay, 53, was charged on October 12, 2021, in Harrison Town Court with five counts of Criminal Possession of a Forged Instrument in the Second Degree, a felony. The Westchester County District Attorney’s Office made the arrest on September 23, 2021, with assistance from the United States Department of Homeland Security.

On September 23, 2021, at approximately 4:45 p.m., Finlay was pulled over in Harrison after she was observed driving her car with a forged New Jersey temporary registration license tag. Following her arrest, 21 forged COVID-19 Vaccination Record Cards and three additional forged New Jersey temporary registration tags were recovered.

“The District Attorney’s Office will vigorously investigate and prosecute anyone who is found purchasing, possessing, making, or selling forged vaccination cards. The health and safety of the public is our top priority, and we will not tolerate conduct that puts individuals at increased risk of the serious effects of COVID-19,” DA Rocah said. “Our investigation is ongoing and any individuals who may have relevant information about someone in possession of or selling fake vaccination cards are asked to contact our office.”

Finlay is scheduled to appear again in Harrison Town Court on December 7, 2021.

The case is being prosecuted by the Trials and Investigations Division Economic Crimes Bureau. If anyone has information on someone purchasing, in possession of or selling fake vaccination cards, please call the District Attorney’s Office at (914) 955-TIPS.

The charges against the defendant are merely an accusation, and the defendant is presumed innocent unless and until proven guilty.
