
Construction Planned to Start Later this Year
New York Transco (NY Transco) and the New York Power Authority (NYPA), joint developers of Propel NY Energy (Propel), today announced the selection of three locally affiliated contractors to support project pre-construction activities, including value engineering, and regulatory submissions as the project continues through the state permitting process (Article VII). Propel NY Energy is an approximately 90-mile underground and submarine electric transmission project across parts of Long Island, Queens, the Bronx, and Westchester County that is needed to improve the reliability, resiliency, and capacity of the New York State electric grid.
The companies engaged to assist with Propel pre-construction activities include Hallen Integrated Construction Services, Haugland Group, and BOND Civil & Utility Construction, Inc. Each company boasts a long-standing New York presence, workforce and past project experience.

The Propel NY Energy project has recently reached several important milestones, including the finalization of the full approximate 90-mile route, the filing of a Joint Proposal in the state permitting process (Article VII), and the filing of the first Environmental Management and Construction Plan (EM&CP).
The Joint Proposal, which outlines a set of project conditions, is the result of a year of negotiations with local stakeholders and regulators to ensure the project is built with best-in-class standards and community and environmental safeguards.
The project team, with the assistance of Hallen Integrated Construction Services, Haugland Group, and BOND Civil & Utility Construction, Inc., is now progressing EM&CPs that outline how the project will be built. Due to the nature and scale of the Propel NY project, multiple EM&CPs will be developed, covering different regions and phases of work. The first EM&CP was filed on June 22, 2026. The Article VII permitting requires EM&CPs to be submitted to the New York State Public Service Commission for review and approval prior to initiating each phase of construction.
Pending regulatory approvals, Propel NY Energy anticipates beginning construction later this year, starting with vegetation management at utility-owned properties for new substations on Long Island and additional site work at discrete areas along the route. Construction will occur upon receipt of all approvals and permits in limited segments and phases, with multiple crews operating at various locations along the route in order to put the project in-service in 2030 as planned.
Procurement for construction and other contractors is on-going. Following selection and on-boarding, contractors will work closely with the project team, various subcontractors, local unions, and area stakeholders to safely and successfully deliver a reliable transmission backbone that will benefit all New Yorkers.
