County Executive Jenkins Signs Bill to Give Free County Parks Passes to Veterans

Military veterans welcome! Westchester County Executive Ken Jenkins has signed a bill into law that provides free Westchester County Park Passes to U.S. military veterans residing in the County. This legislation marks a significant step in recognizing the dedication and sacrifices of veterans by granting them free access to the County’s extensive park system and recreational programs.

Jenkins said: “Veterans have given so much to protect our freedoms, and it is our responsibility to show our gratitude in meaningful ways. Signing this legislation into law ensures that all veterans feel recognized and valued. Our parks provide opportunities for relaxation, connection, and healing, and this initiative opens those benefits to every veteran in our County.”

The legislation, approved by the Westchester County Board of Legislators, eliminates the financial barrier to obtaining a Park Pass, allowing veterans to enjoy the mental, physical, and social benefits of outdoor recreation.

Westchester County Board of Legislators Chairman Vedat Gashi said: “Such enthusiastic bipartisan support from legislators reflects the gratitude we all feel for these important community members.”

Legislator Erika Pierce said: “We are so proud to have veterans here in Westchester County. We value them, their families and the skills they contribute to our communities. We wanted to find a way to give back to them, especially those who otherwise wouldn’t be able to afford visiting our beautiful parks.”

Veteran and County Attorney John Nonna said: “This is a thank you that goes a very long way, and as a veteran I am grateful.  Whether it’s hiking along scenic trails, spending time with family in nature, or participating in community programs, veterans now have enhanced access to this award winning County park system.”

Westchester County Department of Parks, Recreation and Conservation Commissioner Kathy O’Connor said: “Our veterans deserve our utmost gratitude and support. I am thrilled that they will now have the opportunity to apply for our resident park passes for free so they can enjoy our parks at the discounted rates.”

Veterans Service Agency Director Ron Tocci said: “The passage of this legislation reflects the County’s ongoing commitment to honoring and supporting its veteran community. By removing the financial barrier to enjoying County parks, the bill acknowledges the sacrifices made by veterans while promoting their physical health, mental well-being, and connection to the community.

To apply Veterans must provide:

  • Proof of County residency (e.g., New York State driver’s license, lease, deed, or utility bill).
  • Proof of veteran status (e.g., Department of Veterans Affairs-issued Veteran Identification Card (VIC), Veteran Health Identification Card (VHIC), or New York State driver’s license with Veteran designation).

This legislation extends the benefit to all veterans, expanding the County’s existing program that provides free Park Passes to veterans with service-connected disabilities.
