Arrest Made; Two Other Incidents Under Investigation by Rye Police

The Rye Police Department arrested Richard A. Olmino, 21, of Port Chester, NY, in connection with an assault that occurred at approximately 12:00 am on June 23, 2023.
Olmino, who at the time of his arrest was free on bail in connection with an arrest for Criminal Sexual Act first degree in Suffolk County, was arrested in Port Chester, NY, and subsequently charged with Sexual Abuse in the First Degree a class D felony. Additional charges are currently pending.
Olmino was processed at the City of Rye Police Department, arraigned, and remanded to the Westchester County Jail with no bail to return to Rye Court on Tuesday, June 27th.
The Rye Police were assisted by the Westchester County Police, the Westchester County District Attorneys Office, The Federal Bureau of Investigation, and the Putnam County Sheriffs Office.

At a press conference, Rye Police said that the incident occured at Rye Town Park, with a 16-year-old girl, who was jogging. After briefly speaking to the girl, Olmino is accused of grabbing her and sexually assaulting her at knifepoint. The girl screamed and security came to break up the attack, with Olmino fleeing.
Westchester County Police and the FBI were able to identify Olmino, and waited for him near his home in Port Chester, where he was arrested and charged with first degree felony sex abuse.
Published reports claim that Olmino has a history of sexual violence against women. He was arrested in Suffolk County recently for 3rd degree rape, but was released on bail, and has arrests for public lewdness.
Two other recent incidents in Rye point to a possible connection with Olmino that Rye Police are investigating. On June 3, an 18-year old woman reported being assaulted on near Rye High School. After Rye Police asked for the public’s assistance, a 15-year old reported being approached near Milton Road but was able to meet up with friends before an assault took place.
